The White-Shoe Shuffle. BMB team 28 August 2015
As Tamerlan Tsarnaev entered Boylston Street, his arrival may have been expected. A white-shod figure near the entrance of Whiskeys performs a series of gestures strongly suggestive of communicating to somebody else that Tamerlan had arrived.
This figure was blurred out by the FBI in the video they released on 18 April 2013, and even more intriguingly, did not appear at all on the version of the Whiskeys footage shown in court. That version excluded all the camera angles via which White-Shoes was visible...... as if he was never there at all.

5 security cameras (A-E) are shown. These cameras captured images of the brothers at 2.37 pm on April 15, 2013. The FBI subsequently released some of the
footage on April 18th. (Photo is dated June 2014, but Whiskeys did have cameras in these locations at the time of the marathon.)
The footage published by the FBI was edited by the FBI in at least 2 ways.
A transition effect was added, giving a fairly primitive fade-in-fade-out effect. Essentially, this is replication of existing images, at different transparencies.
The FBI blurred out selected figures, most notably a man in white shoes who was standing in the doorway on the Boylston Street side.

As Tamerlan enters the scene, Mr.Whiteshoes steps forward, and gestures with his left arm as Tamerlan goes past. Towards the end of the sequence, he steps back and appears to replace an earpiece.
